The project is supporting the Ministry of Energy and Green Transition in Ghana on improving the basis for decision making about developing renewables and integrating them into the grid to promote the financial sustainability of the energy sector and the development of the economy. The energy advisor will be responsible for achieving the objectives of the Public Facilities Component of the Sustainable Energy for Climate Protection (SustainE4Climate) II project with a focus on energy efficiency, climate finance, implementation of the Public Facilities Sustainable Energy Action Plan (PF-SEAP) and a national strategy for energy efficiency. Furthermore, the advisor will supervise and coordinate external consultants and support the Project Manager with general tasks.

Responsibilities

  • Providing technical advisory services to responsible actors on implementing PF-SEAP and a national strategy for energy efficiency.
  • Support in developing and implementing financing mechanisms for renewable energy (RE) and energy efficiency (EE) investment measures for public (state-owned) facilities.
  • Support in facilitating the mobilization of financial resources from private sector (investors, banks) and multilateral agencies for RE and EE development.
  • Develop and deliver training programs for partners on crafting effective funding proposals for RE and EE development.
  • Providing technical advisory services to relevant partners on implementing the regulation on energy efficiency in public and commercial buildings (accreditation of bodies issuing energy performance certificates for buildings).
  • Supervising continuing training and advisory services for energy auditors, in particular female auditors, on conducting energy audits for public and commercial buildings
  • Design and implementation of awareness raising and information campaigns on RE and EE for employees of public institutions.
  • Organisation, planning and implementation of technical working group and bilateral meetings with partner organisations
  • Support cooperation and dialogue with relevant partner organizations and assist with public relations work
  • Ensure knowledge management and knowledge transfer to implementing partners and to external audiences
  • Monitoring and evaluation of project activities, including regular reporting to implementing partners and the German Federal Ministry for Economic Cooperation and Development (BMZ)

Qualifications and Requirements

  • Master’s degree in a technical subject relevant to the project objectives, e.g. energy, environmental, electrical, civil engineering or business administration
  • Additional qualifications in the field of renewable energy and energy efficiency are a great asset
  • A qualification or substantial experience in climate finance is essential
  • Minimum of 7 years of work experience in a similar position
  • Experience with renewable energy and energy efficiency technologies and sound knowledge of international energy efficiency and renewable energy and climate finance policies.
  • Strong command of English language (both written and oral) is required.
  • Additional experiences in the field of carbon markets are a great asset.
  • Good working knowledge of modern IT systems, especially MS Outlook and MS Teams
  • Good working knowledge in formal events planning with good management skills
  • Proactive attitude towards personal growth and institutional changes
  • Rendering result orientated performance; willingness to take up responsibility
